Im usually conducting this test in grassy and overgrown areas. Im often worried about the excess surface vegetation disturbing the float. Would it influence the curve to dig a flat 2-3 inch-deep hole to do the test on?

Yes the surface vegetation will influence the infiltration. But it is up to the user of the device what he wants the know (infiltration with or without cover), this depends on the aim of the investigation and I cannot answer that.

How much deep should these rings be inserted into the soil, and should the inner ring only need to refill with water and not in the outer ring? Thanks

The depth of the insertion depends on the soil type. Important is to prevent leakage to the outsite. You always have to refill both rings, the water level of the inner ring should be equal to the outer ring, otherwise you get difference in pressure and the water in the inner ring is not going straight downwards.
