02 fails that mean of time I changed the o2 sensor .after 2 weeks its get the same error while self check

Preplace proportional valve n0t the O2 cell..

This is O2 proportional valve sir if you have Oxygen supply Failure this part is defective. replace it

Hallo .Why does the SV300 proportional valve always break down? Is it a parts defect?

Yes it was upgraded already to 120psi before it was only 60psi so they upgrade to 120psi, Mindray increase the capacity of the holding pressure of proportional valve. mostly it was damage due to the high pressure. The standard pressure in the manifold in the hospital was 60psi or 4Bar, sometimes if the manifold PRV has a leaked the pressure will increase so that's the cause why the proportional was damage.
