Its not that his good at escape the cops are just so bad they are afraid to shoot their guns even tazer in cases that they should have and the fact that multiple of x victim name dropped jean paul and identify as the potential suspect of the mass shooting cops still treat him as civilian like who in the city talk like him he is so easy to identify

victims saying it's jean paul isn't enough for police to put a warrant because that is hearsay. Only a police officer can positively ID a person and put out a warrant if they bother to file a report. Using voice isn't enough to ID a person because any person can impersonate another person, people may try to frame jean paul becuase they know he is a known criminal. Police can ID a person if they see a face, or if the perpetrator(s) say their or each others names. @@kzuv7615

Lang was never found and he was never going to be found; the whole reason he even got shot down was because he was hiding from the cop below him and couldn't fire. Niether the cops nor the company were going to find him, the company had long since dipped and the cops thoight they caught everyone. If anything, JP literally saved his ass by gunning him down in that spot. JP situation with the cops was very different. His gun scuffed when he was going to lose it anyway.

Dont know what the current protocols are but they are very restricted compared to 3.0. This chase went on forever because there are no spike strips anymore and I don't know why it took so long for tasers to be used but yeah, they aren't allowed to do much anymore unless someone just crashes.

They do, sometimes. But it's situational and up to officer discretion. Generally speaking, they usually don't fire or pull guns unless they've been fired on or someone has pulled a gun. Sometimes they won't even fire then, sometimes for rp, sometimes because they're too surprised or nice, sometimes to extend chases or make things fair. Of course, some shoot at any given opportunity, but it doesn't look like they had any of those types around today.
