Lumberyard is gone as of the Fort Forinthry update. Instead, at 10:00 run to east back inside Varrock. South of the bank there are two old/broken down buildings. You will find the Jiggling crate there.

For anyone having trouble killing the boss. It's 1000% easier to tank boss with melee armour so jack stays close to you at all times. This helps when you're drinking the barrels of rum.

Boss was a pain in the a, multiple respawns and can't loosen chains unless you kill main jack also there was no cat icon.... use regular prayer and devotion or whatever ability it is that lets you get 100% prayer protection

The enemies keep coming back during the mid quest fight. Am I doing something wrong?

After a while of constantly killing the groups, I did more of a sweep starting at the cannons going north. That worked for me.
