In the old patches you can save the Dam and win the mission. But in the new ones the GLA will attack the Dam and destroy it no matters what.

Why didn't GLA strike you with Scud in the last mission?

The AI won't fire its Scud Storm if you keep your cash reserves constantly below $5,000.
