yea, it won't be stable 240 in comp end game ( you might drop to 180- 190 fps but this is not sure, you will maybe stay at 240 stable fps since it is a really good config ) but if you don't play comp you will normally get 240 stable fps.

i would say the cpu bottlenecks the gpu due to the fact the CPU is really old gen

This 99% because shader cache try run ddu after that install new driver and play a lot. First games always will stutters and fps drops but more you play more smooth your game will be also I recommend you try dx12 instead performance mode
