16:02 - Should've also installed FusionFix, it let's you enable Depth of Field, Sharp/Soft/Softer/Softest shadows (+PCSS), FXAA/SMAA (+SSAA), you can change or remove the color filters (I feel like disabling the color filter makes the game look so much better without that green tint) + other stuff Also, Shadow Quality on Very High doesn't seem to look much better than High Shadow Quality, maybe just a bit higher draw distance but it tanks performance so keep it on High.

About very high shadows: it adds additional object shadows or maybe some kind of ao. It looks much better if you look closer.

13:34 yeah, that mission is sneaking into a ship in san fierro through swimming and since fps are above 30 fps u cant dive into the water at all you need to set the frame limiter on and only then you can swim under water.

Would you be willing to do some tests with ParkControl and ProcessLasso? To see if parked vs unparked cores make a difference, and if so, how many cores do you need to have for it to help? I assume if it does help, it'd be more along the 6 core and lower CPU's? Like a 3600 or 5600x? Or an i3 12100? Or even a CPUs like the 7600K, 7700K, 8700K, 9700k? Maybe the 10400 or less? Just whatever you have and feel like doing. Not sure how helpful it is now on Windows 11, but I do know it made a nice difference back in the day on my FX-8350 on Windows 7 (Professional 64-bit). And as far as ProcessLasso, you don't have to do that if you don't feel like it. You can just either let it do it's default thing OR customize some processes. That's probably gonna depend on the CPU, too, but maybe not. Like my 5900x has the first two cores as the best cores, so Windows is always doing everything on those cores and when I'm gaming, games prefer to use those first two cores/4 threads the most, too. I've been debating on going back to letting my cores park, again. It typically parks all but 2 cores/4 threads which doesn't really do MUCH in the way of energy saving, but it does cut the CPU back 5-10 watts at idle. I usually idle at 55-60 watts (5900x and that's the PPT reporting) and with core parking enabled, I'll idle at 45 watts.

Honestly, I don't think the classic trilogy and GTA IV are represented well because you shouldn't play them without community fixes, such as SilentPatch, Widesreen Fix, Fusion Fix, etc etc The DE Trilogy blows ass, hopefully it's not abandoned and it gets the Netflix mobile fixes AT LEAST
