Cane is exactly doing the challenge and only picking up Rule 5 guys, the only time you get someone off of free agency if one of those people it's injured, not for Depth (unless the game force you to in which you grab some guys you will never use again after the 2022 season)

You should do a rebuild where you make a team 30th in all 5 major categories (contact, power, pitching, defense and speed) and you have 5 seasons to make them 1st in all 5 at the same time.
