Rule 1 par..E Who will going to issue a permit.for alternative compliance and if such vessel are going to.sail upon the high seas and may enter a different country are documents will.still.be recognize? Or if accident happen in international waters cause by uncorrect display of light signals or shapes due to special construction of that vessel who will going to impose sanctions the IMO or the Flag state of that vessel involve? Because if flag state are the one who will going to impose it will appear that they are wrong and failure in thier part cause they are the one who permitted that kind and type of design
