Rumble is better then portal, all of portals dashes (Portal F, Portal z, and Portal Tap) are all slower and dash less then rumbles dashes do, this makes portal predictable, Portal V can be countered easily, Rumble Z works just Like Portal X, Rumble X and C are better stuns then Portal Z same with Rumble V, to counter portal V, once you get inside of it you look straight up and use either Rumble V or C on it and if the portal user tries going through the portal they would be stunned by Rumble V and With Rumble C if you look up it makes the hitbox really big so they would be stunned as well meaning you can get out before them
