I tried right/left clicking but the fireball and that snow wouldn't come out. Is there any special way to get them to come out?

pay attention to the spell's cooldown (visible on the left of the screen)

@LeVoyageurduVirtualUniVerse I noticed that thing but i assume there's some bug for some user the spell doesn't appear

sometimes when you are too close to the target, indeed. If on the other hand there is another bug I am not yet aware of it.
