I don't know if this is a thing, but apparently there were supposed to be mechanical jockeys. When Tennessee tried to legalize horse racing, they were stopped by the state's constitution that forbid gambling. So as some kind of " work around " they supposedly said that they might allow it but not with human jockeys. Apparently, a box is strapped into a special saddle to act as a jockey. However, they couldn't do that here because with equine herpes being a communicable disease, the horses could not be near each other. I imagine any kind of contact would result in passing on the disease.
