If Russia really wants this, then remember Ukraine. Russia spent an enormous $50B to hold the Olympics in Sochi, stationed the army around the site for 'security' and then used it to invade the Crimea peninsula one week after the Olympic games closing. "Beware of Russians Bearing Bridges".
