ATACMS are not long range missiles. A response from a 5800km range ICBM with MIRV warheads, even conventional, is not a response to a 180 mile range battlefield missile. There have been many times in the past where the launch of a 'heavy' missile has come within a hairsbreadth of a full nuclear missile response. That missile could have been aimed at a NATO country and provoked a full nuclear response. Until well into its short flight its trajectory could not be calculated. The RS-26 was apparently one of the missiles developed by Russia breaking then existing treaties.
