As I expected of anyone Rusty hires, they're doing it right and not just pouring it on top, which would have reduced garage height and clearance, and would have made maintaining the bottom edge of the building impossible. There is more labor and equipment involved than just plopping down 7.1 cubic yards of concrete and leveling it. Excavate, level, pour, level or slope for drainage, finish/texture. Put the excavated material wherever Rusty points to, or truck it away. Maybe manage the moisture of it, by covering with cloth/hay or misting it, whatever. Probably different in the desert than here.

Cement is added to sand, gravel and water to form concrete. You will have a concrete floor.

There are many recipes depending on the depth, weather, usage, etc., with or without reinforcing materials. If reinforcing bars are used, the device upon which it rests is called a "chair".
