I’m pretty sure it’s the platform that belongs on the forward funnel which you can see in original pics. Chances are it was removed so Big U could get under the Walt Whitman bridge - that woulda been roughly 30 years ago, so if it hasn’t been blown off in the interim then I guess they’ve been lucky 30 years. Or more if you consider the whole ship!!

The SS United States is not now, nor has it ever been a "cruise" liner. She's a trans-Atlantic or ocean liner. A transport vehicle.
