That's studio executive 101 for show cancellation, it's almost like a procedure. Change the time slot to a very late P.M. (Sunday is a sure sign they want to kill it), and when the ratings drop, they get their justification to stop production and start shifting their money and attention elsewhere. I'm fairly certain everyone in the production (stars and crew alike) are aware that the next season will likely be the last.

The only unreasonable thing in this scene is hondo having street/deacon call the service department on such short notice to cut the power. I work in a municipality and communications between departments is not that fast.
