In terms of the PP office not being adequately skilled: I think we overestimate formal education while we fail to really assess individual aplitude. Any person of average talent can gain tertiary qualifications by just following and submitting their coursework. That doesn't give us any information about individual aplitude. We need psychological / cognitive assessment testing for so-called "Fluid Intelligence" in particular! This will select the most suitable candidates for any organisation that requires a high level of skills and flexibility to solve complex tasks.
