this is actually true... the one that are most guilty here are the 2 banks who issued fake recepts in first place... without these fake receipts nothing could have ever happened... plus from years people have been using loophole in Tax Laws too to evade taxes, but when caught, they are never treated badly like Harshad Mehta was treated by authorities...

it was a bubble of repayment...where the banks to bear the losses were the 1st bank who issued those fake receipts and the last bank who held those fake receipts...all the banks between 1st and last were safe...

My view is that Harshad had more monies than his liabilities but was not allowed to pay off. A income tax demand for 2000 crores was raised which was set aside / cancelled by the court in 2019. He was made a scapegoat to shield some powerful people. His fault was that he went after publicity instead of maintaining a low profile.

Just think about the investors who became bankrupt and many lost lives. At the end of the series they should have given good message for the people what was wrong and what was correct.
