Such situations are very difficult to handle. Sometimes you help them move out then everyone starts blaming you for breaking a family. The problem is that it's hard to know if she'll be able to survive where she's going, like food and daily needs. I think that's why Congrats Mom said that they don't allow married women to move out. In the village, life is not like America, women do go even for a month without a dollar because they have no jobs and entirely depend on the husband. So if you move her out, she has nothing to eat. In an ideal situation the man should leave her till he has solved his addiction to alcohol.. But see the circumstances she need to go to a protected home and it's the men who should ask for help when its offering to him. He needs to work ons his problems in an alcoholic-free clinick cause he can't avoid alcohol himselfe... If he doesn't help himselfe he has to fall deeper to realise that he can't go on further anymore. Further you can ask maybe his own family if they can be involved in the long way of healing. Sometimes his own background family has problems too, it s a long path.
