To be fair,it’s been confirmed that if a Battle Droid is damaged or broken to the point they are basically dead,they just salvage the parts and rebuild them (basically they recycle them) so it’s highly likely he was rebuilt and then sent off for retirement.

Probably not the best decision to hold a 'retirement party' during a 'war zone'.....also, if I remember correctly, as long as the war rages, if the Star wars has similar rules/laws about military service and nation depending, but as long as the current battle outside is going on, then retirement or end service is postponed until the battle has ended.
