Haru joined us at okumura and the endgame palaces were all that was left so exploring her character was pretty much put all into her confidant and the mementos missions. Happens a lot with late game characters that are brilliant characters but how late they come in affects their screen time. Another example of this is legion in mass effect 2 who is recruited 3 missions before the end of the game and you are put on the clock for what you can do during that time.
