Which is safer inner lid vs outer lid? Which material is best to buy pressure cooker?

Both are good. Technically inner lid are much safer, Outerlid with reputed brands are good (Prestige, PREMIER , Butterfly, United etc), Steel (18/8, 304 grade) is best option. Recently triply Steel is in market. Go for it.
