I think both because ascendant sign predictions tells us what will be happening physically and moon sign predictions are about how we will feel on an emotional and mental level. Watch them both and combine the prediction of the two to know the full story.

Ascendant predictions have impact on actual physical events in life while Moon has impact on mind and emotions.

@@astrologywithninad I would have thought that the two are different in that ascendant deals with the birth chart hence the samskaras that persist, whereas the dynamics of transits impact the moon. Either way, either the ascendant or moon us regarded as the first house and corresponding houses change signification (Unless both ascendant and rashi are the same). The linking factor between the two - evolution/devolution of the soul would be apparent in the divisional chart readings.
