Theres a wide variety of aroace sexualities and its never specified what his sexuality really is. All we really know is that he doesn't enjoy romantic relationships or see the point in them. There are sexualities under the aroace umbrella that are specifically for individuals that dont enjoy being romantic/sexual relationships but in a rare chance with experience romantic/sexual attraction towards someone else. And Saiki is very clearly interested in Satou, romantically or not.
