Your gauge is measuring the vacuum inside the pump witch is not made to hold it when off. Switch the gauge to the other side of the valve and you will measure the Vacuum in the bag and test vacuum leaks provided you close the valve before turning the pump off

You have a very interesting project on your hands! Regarding the vacuum setup, wouldn't it be better to have the vacuum guage on the bag side of the ball valve? Also, vacuum regulator valves can be expensive. But McMaster-Carr in the US has one adequate for your purposes at a reasonable price. The PVC water hose you are using for vacuum hose will work. But polyethylene hose is more rigid and much less expensive, which matters if you need a long run from the pump to the vacuum bag. I look forward to seeing your project progress.
