RECENT INITIATIVES & IMPORTANT INSTRUCTIONS ON CSD
FOR INFORMATION OF ALL URCs & CSD BENEFICIARIES
1. Of late a large No of initiatives, affecting the URCs & beneficiaries, have been
taken by the CS Dte/ QMG Br for improvement of Canteen Services.
2. However, recent interactions with the environment have brought out that the
same have not disseminated to the intended beneficiaries. A list of such recent
initiatives is enclosed as appendix for dissemination to all URCs & beneficiaries. All
URCs are requested to prominently display the list on notice boards for the benefit of
the beneficiaries.
3. For necessary action please
Veteran Friendly Initiatives.

(a) Purchase of Grocery & Liquor from Any URC.
allowed to purchase both grocery & liquor from any URC.
CSD beneficiaries are now
(b) Two Months Quota. All CSD beneficiaries can buy two months quota of grocery &
liquor in one month.
(c) Annual R_e~_ewal of CSD Smart Cards. Annual renewal of CSD Smart Card~ for
ESM, Defence C1v1hans & dependents has been discontinued. .
(d) Simplification of Card Application Procedure. Application for CSD Smart Ca:rd to
~e 'Sel~ Certified' & countersigned by Canteen Offr itself. Only a copy of PPO/ Discharge Book
1s required to be attached. ·
(e) Gratis CSD Smart Cards for War Widows & NoK of BC.
Purchase of AFD Items.
(a) Online AFD Portal. An online Portal (https:1/afd.csdindia.gov.in) has been
launched through which CSD beneficiaries can purchase AFD-1 items in lesser time through a
completely online, convenient & transparent process. Beneficiaries should avoid going to any
middlemen/ touts asking for money for registration and demand creation on the Portal.
(b) Purchase of Four Wheelers. Limits on purchase of four wheelers through CSD have
been enhanced. Offrs can now purchase cars costing upto 20 lakh, JCOs upto 10 lakh & OR
upto 8 lakh. Additional 5 lakh limit for purchase of EVs.
(c) Periodicity - AFD I (Less Four Wheelers}. Wef 01 Sep 2023 CSD beneficiaries can
buy 02 TVs and 04 ACs in block period of 04 years, instead of one in four years.
(d) Purchase of AFD-11 Items. AFD-11 items can now be bought from liquor & dependent
cards also.
3. CSD Smart Cards Related Initiatives. \

(a) Online Portal for CSD Smart Cards. Existing CSD Smart Card holders can : now
apply for new cards online and get cards delivered by courier at their home address within 7-15
days through this Portal (https:1/csdsmartcard.co.in).
(b) Activation of CSD Smart Cards. CSD Cards can now be activated from any
Canteen instead of dependent/ parent Canteen.
(c) Offr Cadets at Training Academies permitted 'Personalised CSD Smart Card' for
purchase of grocery@ 5,000/- pm & AFD-11 @ 20,000/- per yr.
(d) Agniveers & students of Sainik/ Military Schools/ RIMC are permitted to purchase
grocery @ 3,500/- pm through Steel Cards. '
(e) Newly Commissioned Offrs & Agniveers are issued grocery & liquor cards at respective
Training Academies & Centres on completion of training. .
For URCs.
(a) Provisional Demand (PD) System. PD system introduced to ensure UR~s &
beneficiaries get what is desired by them. Provision provided in CIMS Software to prepare a
draft PD.
(b) Annual Turnover Limit (ATOLJ ATOL of URCs has been increased to 75%. This
ensures adequate stocks are available in URCs.
(c) Indents of URCs to be countersigned by CO/OC Unit instead of Bde/ Stn Cdr

Military Generals and senior officers, it seems that they have simply forgotten ‘to enhance' the "Liquor Quota" , which they have reduced drastically without any mercy, [both from, Service & Retired soldiers Quota, by two bottles each, per month per soldier], just to accommodate ‘Widows of Ex-servicemen’, instead of creating a separate "demand Quota for Widows". And this is the way the ‘senior Officers of Military & Bureaucracy in M.O.D’ combinedly, instead of enhancing the welfare for soldiers, they are working always towards, "Reducing the welfare"[of soldiers Active & Retired]. The recent welfares announced are nothing new ones, but the earlier given facilities which were gradually withdrawn were, now being restored, and that is all, & nothing New, happened. We have to say thanks for the “miserly ness of the Officers cadre” towards { the voice less soldiers.] Thank you.

Maine dusare card ke liye apply Kiya. Likin o card abhi Tak ban kar nahi aaya. Vaise unhone mujhe ek receipt Diya hai. Jo har 6 month me change karana parata hai. Pl is subject par jankari de.

Sir, The JCO who has not taken any four wheeler in his service tenure may be allowed to purchase maximum two four wheelers from CSD after his retirement from the service with a specified time gap. Request to take up the proposal with MOD/CSD as applicable....JAI HIND
