The city was evacuated because of the monster attack. Superman can hear people from space literally. If there were truly people in theses buildings he would have not attacked Saitama here. And Saitama don't even pay a lot of attention for the civilians when he fight giants opponents. Just look at the way he beat that titan in the first episode of One punch man. Superman is only in the wrong, because instead of trying to calm the situation. He immediately attacked Saitama.

What a hilarious fight because there is no way the the multiverse beings or abstracts from these universes would alloy this from happening. Especially for starters in the DC universe. The spectre or a host of any other magical beings and such would not have allow it. Regardless of how strong the characters are. Outside the visually aesthetics distortions in the location and anatomy throughout the animation that is hard on the eyes. Good job on the animation anyway because I know it is allow of work and not every individual can't draw animation on the level of disney, studio ghibli or even some of the better Sakuga animators on KZbin. I think the most fun part of Saitama is that he is so open to interpretation. You can try to use powerscaling all you want, but he has never been shown to be injured or struggle. The only times fights have taken longer than a single moment are when hes curious about his opponent's power, or trying to not kill them, etc. That means anyone that has shown feats similar to or greater than Saitama is easily left for interpretation by the writer. You can even give Saitama any reality warping abilities you like, since he's been shown breaking reality in ways that just don't make sense. From completely ignoring the effects of black hole levels of gravity, to psychic mind attacks, or even needing to breathe to survive. He can simply grab a wormhole and move it as he pleases, or even time travel or reverse causality. Me personally, given the parody nature of the show, my head canon is that Saitama is neigh unbeatable. Can't be injured, no matter the attack. Can't be stopped or contained by any method, not even by putting him into a pocket dimension or trying to hide from him in one. Literally nothing can stop him. Well, except Squirrel Girl. She stomps Saitama easy. As well as Superman, Goku, Gojo, or any other character.

He's objectively unbeatable and when you use him in a story, I think you should accept the challenge of making it exciting nonetheless. One Punch Man series managed to pull that off perfectly for 2 seasons but it takes some serious imagination.
