Yes, they are building a new railroad. It's possible that they will close the old railroad (and so this crossing) when the new one is ready, but I don't know. That large bridge behind is just a highway, if that's what you meant.

Why do the level crossings in Italy turn on 10 to 15 minutes before the train arrives? Unnecessary waiting for other motorists...

BennamStyle No but the majority of level crossings has a time to close the barriers, so if the train has a delay the barriers will be closed until when the train has passed.

Ik snap niet waarom ze de overwegen in Italië zo slecht hebben afgesteld. 15 minuten dicht voor twee treinen? voor de eerste trein was de overweg in Nederland 8,5 minuten later dichtgegaan en was de overweg nog 4 minuten tussen de twee treinen open geweest.
