Despite his violent actions and tendencies, he is still one of the smartest and most manipulative characters in classroom of the elite. He successfully persuaded and forged an alliance with Kōhei Katsuragi from Class A to aid each other in the survival test. He also managed to plant spies in Class B and D in order to learn the identities of the leaders to gather points for his own class without their leaders finding out in a way to garner more points. He would have outplayed the entire school if it wasn't for Ayanokouji Kiyotoka interfering. Eventually, he was able to convince KATSURAGI to join his class and leave Class by appealing to his history with Sakayanagi. It is said that the only reason that Class C is able to remain competitive with other classes and without him, his class would be in chaos. Sakayanagi has a loyal group of followers despite her limited physical ability. Katsuragi, a man with outstanding academic prowess and leadership skills that threatens even Class B, notes her talents. Manabu, Horikita's Elder Brother and The Former Student Council President, praised her emotional and social management of her class. She's a resourceful person who was able to have one of her followers, Masumi Kamuro, carry out and organize research on certain students and Masayoshi Hashimoto to display her plans in her stead. She easily boasts one of the most highest academic and adaptability grades in the entire school year. She was acknowledged by Kiyotoka Ayanokouji for achieving high grades to college level questions, even though she never participated in the White Room. She's manipulative, cunning, and has keen mental perception and understanding. Her plans are said to be only be rivaled by Kiyotoka Ayanokouji. She knows how to play her charm and beauty and isn't above using them to get to her objectives. However, she only used this against a moron named Haruki Yamauchi. Though, she is able play by the strength of her allies while targeting the weaknesses of her enemies, crippling them before they can even attack. For instance, she was able to emotionally scar Ichinose by revealing her most hidden secret, effectively taking out the leader of the second best class and their chances of competing with them. Additionally, she played Ichinose to her advantage by exploiting Ichinose's kind and forgiving nature by forming an alliance with them before other classes could. In chess, she is easily able to factor in her opponent's personal thought processes in her plans, being able to think more than 10 steps ahead of them and countering them in the span of seconds. Her deduction and analytical skills are one of the highest in the school and is par with Ayanokouji Kiyotoka's own skills. She currently is able to lead and have control over most of her classmates in Class A who are distinguished students with individualistic personalities and have them follow her every order. Though unlike Ryuuen, there is not a complete explanation for how she achieved that besides the respect she is given from students and teachers in ANHS as for Ryuuen, it was his sheer will and ability to never give up. She also rarely used mind games and tactics against someone, especially Ayanokouji. Though she perfectly uses her class to place them so high when they were neck to neck with Class B. She proved to be the superior leader by breaking her confidence and almost her spirit. However, it does not mean she is a better leader than Ryueen. I believe her best quality as a leader is her lack of violence, but I must admit it is impressive that Ryueen was able to control an entire class of delinquents with his slyness. Sakayanagi does have her class She was able to figure out that Kamuro made of a deal of secrecy with Ayanokouji for their own benefits. She ruthlessly destroys anyone who gets in her way and induce fear upon others by destroying their motivations to overthrow her. Ayanokouji, who can sometimes be reliable or unreliable first-person narrator in the light novels, said that either one of them had a chance of winning in a game. Ryuuen didn't even have have a slight chance, but Sakayanagi's chances were 50/50 and quite decent. Ryuuen is more of a wild card who likes to play unpredictable and fight with his wits and trickery. Sakayanagi is more of a straight thinker who prefers logic and reasoning. No one in her class questions her because she produces results which was why they kept a position in Class A. I spent too much time researching on this, but from statements I assume it's Sakayanagi >Ryuuen, but I'm an anime only and I've only read few of the light novels so I'm not the best debater to claim, but narratively it makes sense to me that she is much greater than him. However, without statements and only feats, it might be different. Ryuuen's not to be underestimated, he's one hell of a bastard. This research is from sources like wikis and stuff from reddit. While Sakayanagi is certainly cunning and manipulative, Ryuen's ability to control and manipulate others is on a different level. He has a deep understanding of psychology and knows how to exploit people's weaknesses to get what he wants. This is evident in his ability to turn Katsuragi against Sakayanagi and convince him to join his class. Fourthly, Ryuen's PSI (Problem Solving Intelligence) is exceptional. He has good mental perception and understanding of the situations he is in, which allows him to quickly identify problems and come up with solutions. This is evident in his ability to plant spies in other classes and gather information without getting caught during the Island Exam. This is also evident in some other situations (Sports Festival). Lastly, for now, Ryuen's adapting skills and strategies are superior to Sakayanagi's. He is able to quickly adapt to new situations and come up with effective strategies based on the circumstances. This is evident in his ability to control an entire class of delinquents, who are notoriously difficult to manage, and keep them competitive with the other classes. Another display of this is when he makes Class B (Currently Class C) lose in a special exam in all aspects due to his strategy alone and getting away with it scot-free. Although Yamauchi's expulsion is an exceptional feat in Sakayanagi's side, she has shown less feats, and that feat is outshined by Ryuens other feats. In conclusion, while Sakayanagi is certainly a skilled and cunning leader, Ryuen possesses unique skills and abilities that make him more potent and smarter in certain areas, such as manipulation, problem-solving, and adapting strategies. I could go on for even more reasons as to how Ryuen is more potent, but I believe this is enough. Sakayanagi is mostly carried by the narrative and statements, rather than direct feats, hence why I think that Ryuen is smarter as he's shown better than Sakayanagi.
