Howard was known for using extra bass/microphones that made him sound a little "extra" for lack of a better term, similar to Alex Jones. I believe the main technique is compression combined with a fine hand on the EQ. That being said, Howard's voice in this sounds like him but less clean and only *slightly* higher at times. Mostly his timbre and pitch remain the same, but the extra bass/compression made his voice deeper/"nicer".

In case anyone is wondering why Howard and Robin sounds so much different over the phone it's because the phone is far cheaper and hasn't been tuned to their voices specifically. It's not a radio voice thing, I think they're still doing their radio voice in this. Just the difference between professional equipment and consumer equipment.
