on a junction object there need to be two master detail relationships (not lookups!)

Can you please explain why Leads object and User object cannot be the Master in M-D Relationships. Is it restriction of Salesforce.

You got it. It's a restriction Salesforce has in place. Leads and Users can be a Lookup Relationship with other objects but not an M-D Relationship. The User object is such a unique object which is likely why. As for the Lead object, it's likely limited as converting the Lead would be problematic if it had child objects in an M-D relationship.
