No we cannot . Validation rule fires only while inserting or updating a record

No currently we do not have any function which works on delete so unable to achieve this using validation rule.

@@forceGalaxy we can restrict deletion of child records in case of MDR by count Roll up summary and validation on child. rollup summary(count)==> count_field__c PriorValue(count_field__c)
