​@Alfie Bell Negagen is a wave demon, which means that he's pretty chill, his method of demonizing is to make the victims fall into a dream and taking their bodies as servants. Exeller is an highest who died and came to control sonic's body and do the events of Spirits of Hell, his method of demonizing is using negative energy to revive his victims, which means that they are forced to do anything Exeller told them to do. Negagen is also very loyal to Exetior, and Exeller is trapped in an endless cycle of killing sonic's friends and have his own timeline reseted by Alice (another highest) each time. I mean what confuses me is that Exeller doesn't seem to hate Exetior even though he was a highest.

Yeah. The only reason Exetior is a villain is cuz of his methods. I mean, killing people and turning them into demons is iffy. But, when you look at his motives, what else can he do, really? His methods are unorthodox but it’s the only way to protect mobius. Ultimately, he has his subjects’ best interests at heart.
