Kevin the Bar Pascal was one of my favourite drinking places in that area. The old railway line used to run in front of it and a hoot watching pedestrians and scooters/motorcyclist trying to dodge the closing barriers for the trains. As others have said there are plans to turn the line into a tram type route to link up with Cambrils and other direction Vila Sec and Port Adventura where the new high speed lines and stations have been built. The bit you mentioned about the grass and water possibly running down is the old railway line. Salou railway station used to be just to the left, but closed down a few years ago. Plans are submitted to turn area into a broadwalk and tram line, but like a lot of things in Spain, red tape and politics mean it will probably still be like that in another 10 years.
