Salt is formed from rocks present on land are major source of dissolved sea water. It is formed by evaporation of sea water. And we can't consume it directly and it is filtered in the industry by various processes before consumption. I hope it solve ur doubt. That's my thinking about this question.

H and Cl gets +ve and -ve charge respectively only when they gets dissociated i.e. when Cl take one electron from H. And this dissociation takes place only when HCl is in aqueous form
