If a person invests "hundreds of thousands, or millions of dollars" in a trading platform, they are not aiming to "make a few bucks." They are seeking a substantial return on their investment. While they are victims, they were also pursuing significant financial gain on an unproven trading platform. The reporter's framing is deceptive.
