The witch’s council forbade for witch’s & warlock’s to use their powers in front of everyday mortals. It would cause confusion and mayhem. Remember a episode when Samantha made Darrin dream that the whole world knew she was a witch? It didn’t turn out very good for the both of them. Witch’s council has their set of rules, including law and order. Their nosy neighbor from across the street from the Stephens is an example not to use witchcraft for everyday use.
