The little boy is someone from Tony's old neighborhood. His grandmother broke her hip and she's in rehab or something like that. And while she's in rehab, Tony and Angela promised to look after him. He was only there for a very few short episodes.

It's Billy. He was a child being raised by his grandmother who was a neighbor of Mrs. Rossini's. The story was that the grandma got injured and she asked Tony to take care of Billy while she got well. He was only on for one season. In the season 8 premiere Tony mentions that Billy went back to his grandmother's home. There is a really funny scene, I can't remember the episode, where Mona is babysitting and her date doesn't like Billy. She says something like "Hey! You can't talk to the child of my daughter's housekeeper's old neighbor that way" LOL

The writers probably left it open like that to decide whether they were going to bring Billy back for season 8. Apparently they decided Grandma got better and Billy went back home.

"Sam" gets her way a lot on the show and not just a few seasons. The entire sitcom. Tony is is jackass for a father. Every time he listens to Angela and Mona it just gets worst. The guy never puts his foot down with his daughter. Is no wonder she takes advantage of his trust. Why is it that she is always tells him. "Don't worry dad" and winds up still doing it.

She used to be a tough tomboy as a kid and an only child, spoiled and a brat as they show in earlier seasons. Tony is a caring father but he also drools for his daughter, it's tough. I think Mona is the more dubious influence on Sam... but if wasn't for Mona Angela wouldn't have hired Tony in the past. Tony only moved because Sam kept fighting in her school as a kid so maybe it's Sam's unbearable personality...

i think it's partly that tony wants to be strict with samantha, at times, but he just doesn't have the heart to do it because samantha has already lost her mom and he tends to go easy on her sometimes. but there were times when tony didn't go easy on samantha and punished her when she deserved it. like the time she came home with a "hickey" on her neck and tony specifically said "no date" and that he wanted her to stay home and think about what could happen between a guy and a girl their age but she snuck out anyways to see her boyfriend, her boyfriend tried to put the moves on her and she escaped snd she came home and told tony the truth about what happened and he was disappointed that she lied to him and went against his wishes even after he told her not to go and grounded her for two weeks. or the time when she and her boyfriend jesse were delivering lasagnes to the elderly, snd samantha was the one driving. now, samantha wasn't supposed to be driving in the first place as she had no drivers license, but she convinced her boyfriend jesse to let her drive and since it was only for a short distance, that it would be okay. they get into a car accident tony's prized car gets scratched and they need to cover up the scratch with touch up paint before the adults find out. a cop finds out about the accident and questions tony and they need to go to court snd it is one lie covering over another lie until samantha confesses in court that it was she who was in the driver's seat and not jesse and it was she who had the accident and not jesse. tony grounds her for three months (or something like that i think, i forget how long exactly the punishment was it's been a while since i saw the episode) and she can't get her driver's until i think 6 months after her 16th birthday. and the episode where the time that samantha cheated on her chemistry final and the teacher called tony in for a conference, samantha lost her privilege of using her car for a few weeks and had to walk to school. so, there have been times where tony has been hard on samantha. i just gave a few examples right here from what i remember.

Sam does not get her way and Tony is not a jackass. This show did a good job showing its not easy being a single parent. Both Angela and Tony had their struggles raising Jonathan and Sam.

@@mandys1038 I agree with you. I thought Tony did a good job raising Sam. He did put his foot down, I thought. He didn't let her get away with things. Maybe some, but doesn't every parent. I didn't like it that Sam cut her hair off. She had such pretty hair.
