It is not a chase if the paparazzi simply followed them to take pictures. But if the press pursued them in order to catch up to them, maybe to ask for an interview and stay with them, maybe that's a chase. However, a chase may also imply that they are moving high speed, so using that word in this context is an exaggeration. How can you do that when you are stuck in a traffic jam?
