Getting views from shorts is extremly hard and luck based, has actually nothing to do with the channel, he even can get a new channel with 0 subs and the videos can be extremly good but no one watch. I even make a shorts channel myself and all video get betwenn 4-100 Views and then one Video gets 13,000, its extremly luck based today with shorts, more easier with normal videos.

As a minecraft enthusiast, this channel to me would have felt so easy to grow as I can replicate basically the whole niche of the channel (I can taste the channel by just looking at the baldsteve's featured channels list and yeah that to me I can recreate as it's mostly random minecraft clips or dragclicking) but I'll say that what sambucha uploaded to the channel was a extremely bad idea and it was basically just repetitive crap that had nothing to do with the niche of the channel and it was stuff that literally no one subbed would watch and might've even gotten flagged by the YT algorithm.

You can revive it. It takes longer time and more than 5 posts haha. You may also need to put in ad spend to retarget your audience. More annoyed at him wasting so much money on fameswap haha. It's easier retarget like indian or Arab channels or some strange language like Swahili that has like 50,000,000 speak it (ok no idea how many people speak Swahili) just for example, easier obscure language in to English. Than US account to US audience.

It seems I also happen to agree with most people in the comments when saying you can't really be that surprised about why your shorts never made much impact when considering you bought a an old Minecraft channel then proceeded to upload content not relating to the channel at all considering the Minecraft name and minecraft pfp I really think it would've done better if you uploaded content related to minecraft like the channel suggests what content you'd expect based on the name of the channel and profile picture.
