For rejection sampling it is possible that you cannot compute an estimate of the requested probability --- this would happen whenever all samples have been rejected. For likelihood weighting it is guaranteed that all samples are consistent with the evidence, and hence it's always possible to compute a sample-based estimate of the requested probability.
