I did some research on Sampo's ENG voice actor and it turns he did a lot of voices for cartoon network/western cartoons in general in the 90s and 2000s. I think that's why his voice sounds so distinct.

I play the game in english, and Sampo's voice lines in cutscenes and everywhere else are so damn entertaining. Like so much so that he really deserves to be more animated than just standing there idle-like. His VA does a great job at adding inflections and emphasis to make Sampo feel more playful. For example, my favorite is when he's put on a team with the MC, and he goes "always happy to have the *trailblazer* by my side". He didn't need to add that little bit of emphasis there, but he did and I love it
