Samsung A23 WiFi Issue

HELP! After watching video, if you know how to correct this issue, please let me know in the comments.
ISSUE: To access voicemail (or other phone / texting functions), I must turn OFF WiFi, then back on...unable to resolve on my own. Hopefully, some smart person out there knows what I am missing. Thanks!
