Samsung blocked users from rooting newer devices unfortunately. That is why you aren't seeing the option

I don't think you should unlock the oem until you are ready to root. Otherwise you could trigger an inadequate boot-up when turning on phone. But totally OK to do when the next time you pick up the phone (haha, choice of words) it is to root (Root is triggered by turning on the phone with special combination)

Well how you supposed to download a rom without unlocking oem. Also I've heard you can download lineage os and still be able to lock oem again. Idk if true of just internet lore

Developer mode? Just click on build number 7 or so times, it will show up I just don't have oem unlock At all. It's a closed self contained system

The video after this to root a samsung galaxy a32 5g said to come here but this is for a 12 not 13 so the option to do these are not available, yes i can follow all steps but the device wont allow unlock. This method only works for some phones but not all. Instead of redirecting us to this video who have a samsung a32 5g make a new video for phone above 12 otherwise its a pointless video because at some point people will upgrade their phones an find out this method doesn’t work on their more advanced device.
