repo apps ... Have same symptoms. Changed the caps, put a clean memory - no luck. I will support your channel with a donation, just help me. I also did not have 12 V only 9,6V coming from PS. I did change the STR. Now 12V OK. Other TV tech said a clean memory should work, because this memory store only the custom settings. Are you sure I have to program it? Can you send me the dump?

yes must reprogram the eeprom with good working bin file it's obligatory. ok no problem tomorrow i will send it to you is stored to my laptop.

@@repoapps the actual eeprom on this board is IC 1803(24C256BN). I did not touch it. I did change 24C256BN location IC 3208. People with the same symptoms complained about the last one, not the first one. This second one does not need a bin. On ShopJimmy TV parts they sell a kit( this memory chip and a surface mount ceramic cap). I am thinking may be this cap is all the problem. I got between pin4 and pin8 of IC 3208 110 Ohms that is suspiciously low.

Changed these 2 caps, put a new 24c256(clean), still flashing red light in cycles. Any other suggestions?

A friend brought me for repair the same tv with led blinking and blue light in the bottom always on and the capacitors have been already changed previously by another technician.Bad luck,i think maybe is the flash firmware corrupted.I heat it up with a heat gun but makes no difference.

must first change te two capacitor like in my video , then if not working must reprogram the eeprom 24c you can find it in the back of mainboard

Where to find the eeprom contents for reprogramming,or even the flash firmware.It has two 24c256 in the bottom side.Finally it looks like going for unrepairable.

you need to re programming the eeprom 24c256 with good bin file , is located under mainboard.
