It's more like Linux running Chrome with some custom sandboxing blocks from Google on top to run a bit besides that. If you want to run usual Linux desktop applications on ChromeOS you have to put them inside a special container. You could say "Android is Linux" by the same scale. But it's not even providing the usual GNU tools. You can't simply run Linux binaries, libraries, customize your services or replace the shell or compositor.

Linux Is known for its fun 3D cube desktop switchers. The Linux vision will there for end up with a 4D Tesseract Reality switcher. The catch? You need to understand how to traverse a tesseract. If you're a user who doesn't have a degree in CS, command line is your enemy. I still remember some dos commands from my younger years, can write a batch file / vbs / vba / use occasional PowerShell with reference, but let's be honest, a normal user who needs something done will not be doing this - he needs his head for other things. The thing about Linux and Open source in general is, it is very hard to manage a herd of nerds who all just do whatever they want to do, like porting some software to their obsolete hardware that they are using at that point in time. Getting them aligned to one common goal is extremely hard as nobody really cares about other people's goals that are longer than one sentence. So "copy software XY, but open source" it is.
