As a Japanese that lived in NYC for 8 years and came back to Tokyo for the rest of my life, the pigeons here compared to New York are very trusting. They trust the humans here would not chase them or harm them so you can literally see Pigeons walking side by side with people. Hell, they even move out of the way for you if they notice they are blocking your way instead of flying off in fear that a person is approaching them.

They literally discuss if hes a real mannequin or not. Some see right through it and pass by. That's why he only scares those who come closer. No sense in scaring someone who seen through the disguise. That's how scares pranks work and he knows it well.
