Because heavy attacks, I think u meant signatures, are extremely easy to punish if we talk about pro players. Sig spamming is hard to play against when u're bronze, silver or gold, but when u break this barrier and reach higher elo and u try to sig spam mostly u'll be destroyed in seconds

It's a bit like really fast chess, in that both players know about the other players options and what they can do, so a heavy attack (which has more recovery time-(time in which you can't move or attack)) is too risky
