As I mention in the video, I think it is a generic board used in larger and smaller devices, or that's my guess. Hence there is only one SATA power connector in this. I suppose it could be possible to fit two drives but would require some drilling of the chassis if you wanted to use standard 3.5" HDDs. Or alternatively I could see it working easily with a pair of 2.5" HDDs, but generally I wouldn't recommend the use of those for a DVR due to higher failure rates / shorter lifespans.
